    "ocrText": "TELCON\nSisco/Kissinger\n11:07 am 8/6/70\nS: I am having sent over to you a cable I have just dispatched to Cairo\ngoing ahead on the proposal with a slight variation from what we asked you\nas\nto clear last night. Israel likes it. We are suggesting xixth ey suggested,\nmidnight tonight local for the cease-fire to go into effect. I think it may be\nshort but if they cannot do it there will be an understanding there will be no\nmovement forward from midnight until 6:00 a. m. when the cease-fire starts.\nWe originally would have the reconnaisaance aircraft go up to the Suez\nCanal. Israel said that's too close. 10 kmon each side of the Canal. And\n3rd, they wanted a line saying the convention on POW s with the Red Cross\nstays.\nK: What have they done?\nS: They have concluded that a cease-fire is in their benefit and we will\ndeliver the goods.\nK: I said there would be no difficulty after the ease-fire. But they said\nthat would be too late.\nS: Dayan said if there was an attack now it would delay the whole thing. He\nis being very sensible. If the Egyptians can move it will be in effect tonight.\nI am drafting a message for the President to make. I will send it to you. I\nwill get Saunders on this. Welcoming the cease-fire and saying each side\nmust be conciliatory.\nK: That will be 4:00 our time.\nS: I will be up all night.\nK: When are you planning to have the Pres. go on TV?\nS: I will get a feel for that. Also since the reconnaissance proposal means\nour helping out, Alex has had an aircraft moved closer.\nK: A U-2?\nS: Yes.\nK: Where?\nS: In England. Secondly, we promised the Israelis 2 reconnaissance\nPhantom aircraft. I told Dave I want them there in 48 hours.\nK: Good."
