TELCON Sisco/Kissinger 11:07 am 8/6/70 S: I am having sent over to you a cable I have just dispatched to Cairo going ahead on the proposal with a slight variation from what we asked you as to clear last night. Israel likes it. We are suggesting xixth ey suggested, midnight tonight local for the cease-fire to go into effect. I think it may be short but if they cannot do it there will be an understanding there will be no movement forward from midnight until 6:00 a. m. when the cease-fire starts. I am drafting a message for the President to make. I will send it to you. I will get Saunders on this. Welcoming the cease-fire and saying each side must be conciliatory. K: That will be 4:00 our time. S: I will be up all night. K: When are you planning to have the Pres. go on TV? S: I will get a feel for that. Also since the reconnaissance proposal means our helping out, Alex has had an aircraft moved closer. K: A U-2? S: Yes. K: Where? S: In England. Secondly, we promised the Israelis 2 reconnaissance Phantom aircraft. I told Dave I want them there in 48 hours. K: Good.
