K: The Israeli concession is to accept the resolution.
A: And there are negotiations that Jarring recommends eather than face-to-
face. And withdraw in accordance with 242.
K: What do the Israelis most object to?
A: (Something about withdrawing and borders)
K: Argov, when I quieted them down, said when I said I cannot tell the
President you don't like this, went back to the letter. One letter says accept
and the other within the framework.
A: Our formula is general. They have made it more specific. Joe told
the P. M. that your position is protected by your letter to us which is your
interpretation of what you want. The others are also protected. If we don't
have a common formula, we cannot get off the ground.
K: What do they say?
A: They say that they made a consession in the letter to direct negotiation.
It was SO clear from the beginning that the core of our proposal was
our Note
to Jarring. Any reservations they should register, which
they have done. I cannot understand their stand
K: But Joe said this letter is not as good as the Egyptians because it puts
a reservation into the body. Rabin said to me tonight -- I will send you a
memcon -- they said they were watching Sisco reading the letter and when
he didn't object they sighed with relief.
A: He said it's clear and didn't say it was good or bad. We wanted to analyze
it. We thought this problem might come up. We talked to Yost to find
words that came within but not giving up their interpretation. The problem
came when Barber worked out with the P.M. the wording okthex Tekoah
would make that ? ? ? ? and they understood as a substitute.
K: If you could do a memo on how this arose you will make me look better.
Do it as an Eliot memo to me. That's the right channel.
A: That's what we are doing tonight.
K: I will wait here for Sisco to call me.
