Sisco/Kissinger ca. 11:30 pm 8/6/70 xxlxx -2- S: The Secy. said he didn't understand the difference. I don't either. K: I do. They feel they must start from a maximum position but SO do the Arabs. S: But they are. K: (something to the effect that they can agree to the Jarring statement but with the proviso that their views are this and so. " S: You hit it. That's what the purpose of these formulae are. The Jarring statement ? ? ? ? without the full negotiation on the other side. I have been trying as you suggested. K: I can add nothing new. S: I am going to try to get Yost to get the Secy. Gen. to make an announcement that he has recieved the views of the parties -- "in light of the acceptance ? ? ? on the 19th and 20th of June ? ? ? ? I have asked Jarring to ? ? ? ? ?" I am trying to get Yost. I am worried that it's beginning to leak. I am going to try to get the Secy. General to get this out without circulation. I will try working on the other end. K: Will the Arabs agree? S: If he puts that out the danger is the Egyptians and Russians will balk. I am glad to have the opportunity to talk to you. It's always good to have a fresh mind on a problem one is working on all day. K: I don't know whox how I contribute. S: You have confirmed what I have done. K: Plesase be sure we are informed as quickly as anyone else. S: There have been no lapses. We wound up at 9:00 and I went out for a sandwich and asked for a memo for you. If the President calls me tomorrow morning and asks me to explain the problem, I am not sure I can explain it easily. When two bright people like Joseph Sisco and Henry cannot explain the problem, maybe there's no problem. K: We have to convince Golda Meir. S: I failed.
