TELCON Roy Ash/Kissinger 6:00 pm 8/7/70 A: I was talking to Higby and Haldeman. We are nearing the last stages on matters of foreign econimic policy. K: Nothing will happen until your report is in. The only issue that would concern you is aid and we are consistent with you. That can folded back in anyway. A: In terms of relating to the President, that wouldn't be created. K: On foreign aid, it would be development. A: And that can be in any recommendation. K: That Board of the bank would be related to any baard set up to coordinate foreign economic policy which is your major concern. A: And the machinery that interrelates in one form or another. We expect to get our report in a week from today. K: Nothing will happen before that or even right after. Shultz has done a preliminary paper that should come up about the same. Issume you don't want to put it all under State. A: That's impossible. We have several people who feel that was, and have good reasons. We hope you feel that way too. These other people feel just as strongly. K: That's why we need your report.
