G: Can I borrow 3 mins. ? There's a letter circulating on the Senate floor.
Jackson started it and others XIXXX will sign it. Addressed to the President.
Encouraged by appointment of Bruce. Recommend course of action. Believe
U.S. should take a new political initiative. Comprehensive standstill cease-fire.
Have you heard of this?
K: No.
G: Proposal should spell out details. (Griffin proceded to read the letter very
rapidly).
K: Who sponsored it?
G: Scoop Jackson. They have signatures. They have asked me to sign it.
K: Our major problem is timing. If we pick it up we will be accused of following
the Senate. It's probably too far gone.
G: I understand Jackson got the idea from Cyrus Vance. I shouldn't tell tales
out of school. He has several people like Goldwater and Scott who have signed
this. If this will be a problem I will not sign it. Then all the Republican leadership
wouldn't be involved.
K: I appreciate your calling and wish others had done the same. Can you wait
a day?
G: He is going to release it tomorrow. If you think it's serious -I someone could
call Jackson directly. You needn't say who has called. He has talked to many
Senators.
K:
How can you conduct foreign policy we don't really object to these ideas
but we are setting up our play and they try for a home run.
WG: I just criticized Fulbright for being Secy. of State. I hate to do the same.
K: I will get back to you. The ideas are all right.
G:
I won't sign it. They take initiative away and that's not always good. I don't
know if you can turn it around. Don't reveal your source. There's been no
publicity on this.
K: I will talk to the President. Thanks.
