The only time I might want to take a strong hand and recommend
that you get overruled would be for an overpowering political reason
over the budget reasons. On the supplemental, my primary concern
is Cambodia.
S:
The matter of economic aid is overstated.
K:
I believe State is trying to kill it. On Greece, Turkey and all this
other stuff I have no interest in that. It is a stalking horse for the
others but that is neither here nor there. The basic issue is why
you people were not involved.
S:
I would like to get together on how we think things ought to proceed.
We have talked about it enough that you and I have no disagreement
about it.
K:
I don't know how the impression could get around that we don't
want you involved.
S:
I don't know about an impression getting around but we haven t been
involved in some important things.
K:
Things other than military aid?
S:
Probably has been, I can dig one up but this is the one I have in
front of me.
K:
operated on the assumption that it would not go out. Then
I asked people to get up a package and then we were in the middle of
constant crisis. You tell me how you want it to work. I want
Schlesinger involved, Schlesinger is substantively good. If you
didn't have him, I would put him on my staff.
S:
