I: I have a matter on a question of the Ambassador to Chile. I have had it
come up in a vague way. I was asked if you mentioned it to me at lunch because
they thought you had. I said no. They understand that Amb. Davis is not --
the WH has a question about him. We ought to begin moving on it and instead

I: I have a comment but go ahead.
K: For a XEXSON number of reasons, one of which I would rather tell you
personally.
I: OK. There are reasons why you need tell me. Apparently there are two

K: Dick and Nat. I wanted to check out first that there wasn't a misapprehension
I: Bill Macomber thinks there may be a mistake in identity. Dick Davis was
Ambassador to Rumania and Nat in Bulgaria.

K: The initial reason was premised on mistaken identity.

K: There are other problems xxx not on mistaken identity. I would rather talk to
you in person. I will be in the Department tomorrow and I will stop xit in.

I: Bill Boudler. Davis and Boudler were at the top of our list. Charlie Meyer
and I knew Boudler and Alec and Meyer and someone elee knew Davis. They
thought they were the same. The others who knew both said they were equal
but that they would give balance because of Iron Curtain country experience to
Davis.
K: I have no preference escept for one item which came up independently. It
did come to the President.
I: I want to move ahead on the overall thing and get something moving.
K: Don't forget Vaky.
