S: (cont) doesn't want to loose the leverage and neither does the President.
K: Personally, don't you think this will get into the same screaming match?
S: I think we can get by without making concrete commitments in the letter.
K: It wiould be stupid to be specific if they aren't.
S: It's a request. I have 2 or 3 alternatives to live with. I want to talk with you
K: Let's do this. I will schedule a meeting of the Review Group for Thurs.
and we will get together 1/2 hour before.
S: Let's call the meeting to up-date but not discuss this reply. I want to
send out a letter today. The Secy. is seeing Schumann and Home. They will
press him for discussion at the 12/7 meeting that we agree to begin discussions
of 4 power settlement. I want to send a cable that says don't make such a
commitment because (1) in the fxx first place any indication to the French
and British that we will talk now will slow down the Israelis and (2) the question
of guarantees must be studied carefully. We are putting together a pre-
liminary draft for his review and it needs to go through the NSC before we
can make a descision. It's premature to make an agreement on the ground
? ? ? and XXXX second that we don't want to make Israelis nervous.
K: I agree. Will he do it?
S: I don't know. I wonder if itxs there's truth to the intercept that gave
information he said something to the Soviet Ambassador.
K: I can't believe that a high American official would say to klx a Soviet that one
of his subordinates is out of favor because he is close to another high American
official.
S: I don't know. That's why I want to see you.
