McCloskey is going to brief the press; I think
we've
got it in hand. Let me review what's happened. Kennedy's man
did XX not make a copy of the list available. I thought he was going to.
But he did not. Then I said to Bruce 'did you ask him for it' and this is
incredible, he said no. That's incomprehensible. Our most experienced
diplomat. Then I got Kennedy. He said he wanted to make the list avail-
able. Habib reached Knowland at the airport and he has made it avail-
able. Fulbright's man has also got a copy and he's coming back with it.
So we've got these two of them with lists, which will take the charge off
Kennedy.
K: Oh yes, he and Fulbright and he are at each others' throats
Fulbright has actually been more responsible on this.
R: We are going to point out that both of these things happened.
As far as we can tell the 339 is the same number we have
been
operating on the basis of. This information may not change what we've
known; we want no falst hopes raised.
K: Zaegler is saying the same thing. He's going into no detail.
R: I told McCloskey to give them a farily full rundown.
K: That's right and we'll give the questions to you.
R: Okay, another thing. I'm going to be asked tomorrow about
the understandings. The President put it in termsof "Let there be no
misunderstanding

I have a little difficulty with what Mel has
appeared to say.
K: You are talking about Vietnam now?
R: Yes.
K: I thought you were still talking about Cuba. Okay I understand.
R: I'm thinking of having something written on the understanding and
I'11 send it over to you first.
K: That might be the best way of doing it. If everyone does it, you,
Mel and over here, they might find one word changed in one version and
make something of the differences.
