TELECON
Secretary Laird/Mr. Kissinger
2:47 p.m., December 23, 1970
L:
Hello, Henry.
K:
I am returning your call.
L:
I talked to Al. Concerning the gunship thing, I gave him
the figures on that. Hell, we use gunships in there before the
raid and after the operation, and we gave the number of sorties
.
The information was over there on the daily report. That is our
best asset in Cambodia.
K:
I thought we agreed this morning if we do this operation,
the only thing we will get a reward for is success.
L:
We didn't hold back any gunships. Now, this other thing.
The staff of the Bureau of the Budget and my staff Bob Moot --
went over those things. They are doing it. I sent you a memo
which should be delivered shortly. The $1 billion and the $1-1/2
billion in the 1975 figure that you had there, they would have it
absorbing Jordan, Lebanon and Cambodia.
K:
That is over the $300 million?
L:
They gave us $100 million in the add-on list, but had taken
out the $300 million.
K:
So it is a net.
I get it.
L:
I made that clear in the memo. Both of our staffs are in
agreement. I told Bob to get it straight.
K:
I
am going to recommend to the President that he give you
an extra net billion. How you handle that $500 million is a technical
matter. I will then tell Shultz if he wants to argue with you about
additions and subtractions as long as we agree on the figure, you
can take care of yourself.
L:
I can handle that. I wanted you to know. In the memo I make
it very clear and it should be delivered in a few minutes. I say in the
memo that our staffs have been together, and Shultz knows that.
