Telecon Amb. Mosbacher 1/6/71 4:25 p.m. K: What can I do for you? M: I don't know that there's anything. You asked me to call you by this evening to let you know my thinking. I feel this way -- if I am very seriously interested in doing it I would like to talk with you and perhaps with the President to get an idea of what course it would take and what it would involve. K: My advice is don't bother the President. You can never make a treaty with the President. He wants you in the Administration because he trusts you. What form it will take is between you and me. I will arrange a meeting with the President for you if you want it but I think it is a mistake to do it. I think you should tell Rogers that you are interest- ed in the job. I talked to Haldeman and that's what he thinks you should do. M: I'll talk to him as soon as he gets back. And when you are back I would like to talk with you about two things: In looking into this, I find some things. In protocol rank I would be with Assistant Secretaries (?) but my working rank would have me working with Charlie. K: But doesn't every ambassador do that? M: I don't think so. It doesn't matter to me where I siet at a table. K: You should get the same rank as any other ambassador. M: I'm not worried about rank, but I am concerned with the first thing I said to you. I don't want to feel that I am working in the bureau- cracy. I don't want or need that. If I am working directly with you, that's great. K: That's our attraction to having you in this job. I can always guarantee you access to me. It will take a little finnessing but it is to our XXIX advantage for you to do this for a year or SO SO that after the election of '72 we can move you to a more substantive job. That's why M: I am interested. Having very little background on this I need some time to become proficcient in this area. K: You are going to be an increasingly influential citizen as the years go by even if we are defeated in '72. It is important that you speak from something more than just protocol.
