-2- K: My basic concern is our overall foreign policy. F: My concern is to get the President reelected. President might not be able to go along with the Trade Bill. This would be a solution more acceptable than the trade bill. We could have the same trade restrictions but less stringent. This way they have to consult but if they do not agree they do not have to. The President is going to sign the bill. President has said he is for textile quotas no matter how. K: I am not sold on the idea that we are shifting responsibility from us to them. F: I think it is just a matter of semantics. President has discretion under the bill and if he does not use it he is accused K: You have this choice and this is the every time we have operated that way in my area it has been a disaster. However, I have no strong view. I got dragged in through the back door on this thing. If I felt strongly I would take it to the President. F: You got in through the back door. I got in through you. I am just worried about the overall interest of the Administration. Have you been reading the cables from Japan? K: No F: Sato seems determined to settle it. Second questionor Bob Anderson, former Treasury (?) and now Ambassador to Panama. negotiations. He worked with Jack Irwin and Irwin seems to like him a lot. The President wants to place Ryme (phonetic?) and Marrott (phonetic ?) - what about taking Anderson's place? K: I thought the President has approved a few months ago to keep Anderson in that spot. F: I went to Haldeman to find out what the background on it was and he said he had talked with you. K: I think I have a piece of paper approving Anderson. F: I have a November 21st memorandum (reading) K: That did not come from me. F: Could you check on it. K: I do not have the files on it. Check it with Haig. I have no feeling on this. Anderson is a pain in the neck. Everything he has touched he has turned into personal advantage.
