K: I just wanted to report to you on two minor things. That attack
on the ARVN now looks like it was a US plane rather than North
Vietnamese. It looks like it was a Navy plane doing an instrument
check.
P: We don't want to let it get out.
K: I have not seen the paper but I imagine it did get out. It was on our
side of the frontier. But this is better than itxx if it was a North Vietnamese
attack.
P: Well, US attacking ARVN has happened before, hasn't it?
K: Yes it has. The ARVN in Cambodia are doing extremely well. They
have killed 250 by now and they are moving fast and really racking up.
P: The enemy are retreating?
K: They were retreating but now that they have reached the Chup plantation
there is a fight every day. We thought that's where the fight would be.
The Cambodians are along the road and the ARVN and moving off the
road into the base areas. If we can keep up these casualties we will be
causing serious damage to their troop strengths.
P: 250 killed is like a ratio of 1 to 5, isn't it?
K: I think it is about 1 to 10.
P: In terms of what is combat.
K: Oh yes. In terms of what is combat. You have to figure there are
many more wounded than get killed and their reinforcement capability
is lower.
P; This double thing is what is important. Gen. Abrams has been doing
a fine job. We must remember that it wasn

who didn't want to do this. That was Westmoreland, wasn't it.? Abrams
is doing a good job. Too bad we didn't have him over there 5 years ago.
K: No question. Once you gave him the order. He is doing a tremendous
job. It would have made no difference 5 years ago because he would not have
gotten the authority to do what he wanted.
P: What is great is that he seems to be instilling his drive into the South
Vietnamese. He is in the mold of Patton, Isn't he? I guess it would not
have made a difference. Will this attack raise hell in South Vietnam that
