Z: The Soviet Union has broken the understanding by steaming the submarine
above the surface into Cienfuegos. I will say that the defense dept. talks about the
movement of ships in the area and ixx I have nothing to say. What if I am asked
if it's a violation -- I will have to fuzz.

to what the President said on Jan. 3. That survicing of nuclear submarines in
