TELCON Mr. Kissinger/Rick Smith 7:05 p.m., February 23, 1971 S: I see the Republican battalions have been sent in. K: What does that mean? S: The Scotts and Fords sense the hand of the field marshal. I have a few questions based on what they said. K: We didn't announce that we had cut the coca cola line yet. S: (laughter) This business of three out of four roads. K: I don't want to get into the military business. This was to explain to the leaders. There are 3 out of 4 motorable truck routes - - this doesn't mean that there aren't bicycle trails that they can still use. S: I don't know whether they got those numbers maybe where possible three out of four roads. K: You have to look at what area he is talking about. S: The three roads - - 9, 92, and 914. K: That's essentially right. S: But 9 is running east-west. K: And then there is 223 (?) S: Is that motorable? K: 234 is marginally. S: Marginally motorable -- what about other ones in this area? The picture we got is that 3/4 of the job is done. K: Look, Rick, I don't want to get into this publicly. I tried to explain the strategic concept to these guys. S: Maybe it wasn't the field marshal -- talking to Hugh Scott for privacy is pretty tough to do. K: The hammer lock don't want to get into this business right now. Another 2-3 weeks is soon enough to get into it on a military basis.
