    "ocrText": "TELCON\nLaird/Kissinger\n10:42 a. m.\n2/25/71\nLL: I am going to spend time on Laos and Cambodia with the Governors. I wanted\nto visit with you. I had a visit on the telephone with the President yesterday for\n45 mins. I am concerned about eome of the information on the Westmoreland\nproposition. They got into the WH machinery. Tom Moorer is closer in touch\nwith this operation and Abrams then anyone else. The President suggested\nVogt but I said Moorer was chairman and NOK in closer touch.\nK: Hewanted Moorer yesterday but he did it that way because Moorer wasn't\navailable.\nL: You know how I feel about that. I rather use Tom. On Westy, there's a\nfeel ing with him and Abe which you know ax of. We have never had a better\nWeyand,\nteam then Abrams and Rxpxxxxxxx in VN. If I come to the point where I don't\nthink we can rely on them, I will tell you.\nK: That's not a problem. Westy has been trying to come over for a long time\nSO I had him over on a personal basis for his judgment on what's going on.\nThat didn't go anywhere.\nL: We get a report on that. I was disturbed on what he said.\nK: I told him whatever he said to me he should tell Moorer.\nL: You have to put greater trust in Tom then onWesty's comments.\nK: I didn't tell the President about it. It was for my own understanding.\nOne, if you look at the miltiary history it isn't field commanders who are\nalways right.\nL: That's true.\nK: Secondly, the thing that's created a problem for me is that the briefings\nin the morning don't hang together. I got a briefing this morning and they didn't\nmention Hill 31 and I pick it up in the newspapers and if someone asks me\nI don't know what's going on. The next thing I would try to do is get an order\nto\nI just want to be sure every aspect is getting kxxxxxxxx looked at.\nI recognize my responsibility to the President is that he stays on steady\ncourse and I didn't tell him of my concerns. If I have concerns then I tell\nthem to you, not Westy. Did he think I had a concern.\nL: He indicated you had the same questions he did.\nK: Hletold me of his *xxx strategic ideas. I said a course of concern and tell it\nto Moorer."
