LL: I am going to spend time on Laos and Cambodia with the Governors. I wanted
to visit with you. I had a visit on the telephone with the President yesterday for
45 mins. I am concerned about eome of the information on the Westmoreland
proposition. They got into the WH machinery. Tom Moorer is closer in touch
with this operation and Abrams then anyone else. The President suggested
Vogt but I said Moorer was chairman and NOK in closer touch.
K: Hewanted Moorer yesterday but he did it that way because Moorer wasn't
available.
L: You know how I feel about that. I rather use Tom. On Westy, there's a
feel ing with him and Abe which you know ax of. We have never had a better

think we can rely on them, I will tell you.
K: That's not a problem. Westy has been trying to come over for a long time

in the morning don't hang together. I got a briefing this morning and they didn't
mention Hill 31 and I pick it up in the newspapers and if someone asks me
