Crawford: I don't think we have problems. K : You don't have them, we do. C: The thing that bothers News is circumscribing the questions in advance but if we say ******* going to be on the report and say SO openly and say we want XXX amplification of it -- K: That's what I can do. I have no problems of talking on the substance. But if he says "what you say on Communist China is mild" I can say that's fair but if he wants amplification then I am in trouble. But if he wants background stuff this I can do. It's not an effort to manage the news but me out of the news. C: If we get beyond these points BK: Saying it's a senitive job -- C: You could say you couldn't go beyond what you have said then we can go beyond to the next question. K : If I can say that it's not for a WH aide to go into substance then I will answer your questions. C: It's a practical thing. We can agree on the general areas on what questions will be but what happens XX if a question goes beyond - for K : Then I will say that. But the normal thing an interviewer to do is ask about withdrawal policy or say what do you say when we are down to men? BK: If we pick up the substance on Cambodia and try to get into timing, saying they put that sentence in K: If you understand I want to stay away from substance. For internal reasons. BK: If you want to say I can only go SO far -- K : If I can do that in the beginning and say I don't generally speak on substance BK: If question goes beyond what is comfortable and you might be unfomfortable about it.
