K: I wanted to check on one thing that has been mentioned to me and I want to
be sure I understood your thought. I was told on the basis of your conversation
with Sisco yesterday that you are prepared to accept some 4-power statement.
Is that true.
R: I just have read to Joe Sisco the summary of the talk between the PM and
Zurhellen, your representative in Israel since Amb. Barber is ill. What she
said because I told Sisco two hours ago is that by no means it is allowed in the
4 powers in the last meeting today a conseasus of criticism will be extablished
and the U. S. will give a hand to it.
K: What if we do it anyway?
R: You ask what our position is and we want to explain it. Once such a con-
sensus will criticize the next Israeli move will be interpreted by Eygpt as
backing of thier refusal to conduct any negotiations on territorial or any issue
and as a result a very severe crisis will come into being. So Zurhellen, your
representative in Israel, will clarify this position in the 4-power meeting in
NY and Washington. Therefore, I read to Joe Sisco the following and explained
it to him. Second, we said the PM wants the U.S. to take the following position
in the next meeting of the 4. First, in accordance WX to what Pres. Nixon
promisedx Israel and listed in his lastspeech in public, the talks are to be
conducted in a free way without interference from outside. Second, that the
U.S. will mention that now the parties have defined the options. Third, that
the parties have to conduct negotiations, descussions and talks without pre -
conditions. Fourth, tha t the U.S. will mention that Egypt is ready to enter
into peace agreements with Israel and Israel is ready to do the same.
K: I understand.
R: The fifth point that now that every side has defined it's position there's a
need of the conditions of the decisions to bring closer the two & sides and finally,
to reach an agreement. Sisco yesterday said that there will be no public
statement. He said that voluntarily. I said I am surprised there's any need
for a statement on your part. Thant has not submitted a report before the
UN Security Council SO I don't know what the U.S. will try to do something
without knowing what the position are of those responsible for conducting the
talks. I said that you have to understand I talked only about the public
statement.
K: He must have misunderstood. He seemed to think you were ready to
accept a 4-power statement.
R: Not at all. Sisco said after that tat they will consider and give greater
thought to what the Prime Minister has said but he doesn't see that they would be
