R: I am going to be a little late for the meeting. My comments on
didn't mean Ixa favored - -
K: Not a problem with us as much. We will not have trouble negotiating if
the Soviets want it.
R: We can't develop one for 4-5 years SO why start it? The Joint Chiefs
wanted the (relation?).
K: I took your statement to mean there's not a problem holding up the
negotiations on our side because we want to ban them. I don't think the
President wants to change our position on that. My instinct is that the
President will stick with our present position with a few modifications
that Gerry recommended ans we have the other for X later down the road.
