TELCON
Mr. Kissinger/ Admiral Moorer
6:50 p. m. , March 9, 1971
K:
I just talked to your boss.
M:
Good.
K:
And told him the President wants you to stay. Laird is getting
a message out to Abrams tonight expressing this same view.
M:
After he got your phone call.
K:
He said he got confused after the phone call with Thieu. Make
sure Abrams knows that he has our support. Tell him verbally
and tell him that I may have been bugging him at the beginning
and I may still bug him, but I will always bug him to go forward
not backward.
M:
You don't have to bug him to go forward. I tried not to put in
that April 5th date but Laird rewrote the message. I will go out
to Abrams -- assure them that we will give them continuous air
support as long as they are in there.
K:
They ought to have maximum effectiveness.
M:
It is a lot easier to stop them than to start them.
on one
hand and the North Vietnamese strikes on the other, it is better to
have this continuous going on. We can always step in to stop them
easier than we can start them.
K:
Don't do it because
M:
Had authority to do it until this morning.
K:
Don't you have the authority? You have the authority even if it has
to be retroactive.
M:
Now I have the authority to renew it and I am doing that right now.
It is a stop and start operation. We will go out with it, don't worry
I'll get the word out to Abrams.
K:
Good.
