TELCON Laird/Kissinger 10:40 a. m. 3/11/71 L: I wanted to let you know I had a good visit with Helmut and said we didn't nominate anyone and said his man was well qualified and nominate one for deputy. Brandt is well pleased. Helmut was with the Chancellor. K: It shows Helmut has influence too. L: I think he was delighted to take the call where he did. Pleased with the Defens report this morning. Had a couple of hours to go over it. K: We have -- I am trying to tear this press apart on the story of this L: Don't worry but make sure it doesn't happen. I have been tough on that. K: You are right. L: I understand there's some feeling that the Blakc Sea thing should be cut back so I am cutting it back. K: Who wants it? L: You and Alex Johnson wanted it cut to 3 destroyers. K: A little later because of the Party Congress but not destroyers, because of the tender. L: We have 4 programmed in their and if we pull them off then we will have 3. K: Why not another. L: We can't keep them there XNX that long. We will have to put in different ones because those have to be serviced. K: They shouldn't go in right at the Party Congress but afterwards. It doesn't have to be April 15 but the President wants something more then before. L: We have the Baltic visits going in. I will look at it again. We can take if off the screen of the carrier. We can operate with 3 for awhile. I think that matter is on the track with Southerland and Lam. They have a difficult program. Abrams is meeting with Vint tonight. The situation looks good over ther. K: It does.
