President/Kissinger
10:30 a. m.
3/20/71
-3-
K: We don't want to hear about helicopter sorties.
P: And don;t trap on terms of -- it's a successful operation. Don't talk about
victory or defeat. It insures our Vietnamization program.
K: They might get part of a strike tonight. Perhpas 4 hours of flying weather.
The psychological impact SO they see there's a sting in the tail won't hurt. If
they don't go then tomorrow it runs out.
P: I would rather wee them go. I don't think it's psychological because there's
stuff there because if they are being drained weshould do it good. On statistics,
would you pull it together and I will see it at 3:00 Monday? Then we will have a
good presentation. In the meantime -- how does Moorer feel -- military aren't
down in the mouth because of the withdrawal?
K: A little discouraged but on the whole it was a substantial achievement. It
wasn't decisive but it was better than waiting. We have shaken them and drained
them.
P: When it's written
if we did wait and waited it would have been disaster.
K: In Aug., if they had
as the prisoners say, it would have been a hell--
P: Did the prisoners say that?
K: In Second Corps and in First Corps. That's where they defeated the French
in '54.
P: Fine.
