idea that we want that degistation legislation
delayed. If that leaks
out
I got word from my legislative liaison man today; he was on
the hill and said the President thought it would be better to have no vote till
July or August. I don t want it to look like we are requesting it for tactical
purposes. We111 get the House vote first, and we'll win that. The Senate
will follow in about July anyway, but want it to look like we are doing
it from a position of weakness
