TELCON
Mr. Kissinger/Joseph Sisco
9:38 p.m., April 19, 1971
S:
I had asked Hal to tell you but I thought I would call you directly.
We are going out with a telegram tonight asking our Embassy as
to what their reaction would be to a trip to the Middle East by the
Secretary. I got the word indirectly -- the Secretary had some
kind of discussion with the President over the phone today.
K:
But where would he go?
S:
We are going out to Israel, Cairo, Jordan, Lebanon and Saudi Arabia.
K:
What dates?
S:
After he is scheduled to go to SENTO and CENTO and it would be
hooked onto the end of that. He is scheduled to be at CENTO on the
30th so it would be near the end of the month roughly in there, I
don't know the exact date. If we have a meeting tomorrow or the next
day, whenever it is scheduled, on the Indian Ocean, bear in mind
I don't know your views but I continue to feel that it has been produced
in terms of the overall Soviet potential there. That is, the Department
has produced it -- I believe it is under estimated what the Soviet
capacity politically is. In other words, it is in the business as usual
kind of way. That's about it, Henry.
K:
All right, thank you.
