President/Kissinger 7:40 p.m. April 20, 1971 Missed the first two or three minutes of conversation. K: Well, one of my former State Department employees is now a professor and in Germany and brought some of his students by. at P: I see, well I want to tell you two things -- one must not be concerned about the babble of these Senators. The second thing is the guy I think that has talked to them is Laird. Laird is one who is always playing both sides. K: That is right, Mr. President. When you suggested breakfast with Laird he was in New York, I think it might be good for his morale if he had it. P: Fine, Thursday morning. K: I will do my best -- I think you are right. P: He talks always with Baker and Gurney and the rest that we should not have done the Laos thing, that they insisted. You know Henry, both State and Defense are trying to play everyone. Of course they don't look beyond to see what would have happened if we hadn't had the Laos operation. K: I have North Vietnamese P: I know the point is it was a decision we made, it is done now. Everybody has got to stand by it. K: Right, I don't think we would have the Chinese move. P: The point is that we have to realize that Laird in particular must stand up. Tell the others of these fellows Baker is an honest man SO is Gurney. They are just reporting mail. We polled the whole country. K: I think that is right Mr. President. In the next few weeks I think we will get a turn. P: Laird is very key , he has got to stand affirmatively on our own. take away from us. K: Right Mr. President, thank you.
