K: I knew the numbers, but that made it attractive. Kr: You knew exactly when the Vietnam Working Group met that they were talking of 500-600 people? K: We did urge the Vietnam Working Group to come up with as XXXXXX forthcoming proposals as they could develop. In this sense, we did exercise pressure. But the precise details did not come from here. Kr: They were developed by the Working Group after general encouragement from the White House? K: Our objective required that it be feasible. Kr: Nothing was said that there was a possibility that a vast majority would refuse? K: That is absolutely correct. About six months ago, I had an intelligence report which indicated that the Chinese were trying to organize themselves inside the prisoner camps, but that is independent of this issue. I do feel that I try to cooperate with you people. It isn't fair to be put on the front page. Kr: It isn't fair it's a legitimate bitch. K: They can get any sorehead to make a statement like this. I thought it was a routine approval. Kr: You simply asked the working ;group to come up with a proposal. K: There was nevery any disagreement about the likelihood of their not going -- none that came to me. I can't say that within the working group they didn't have it. The second point I am checking now -- whether there was any question they might not go back.
