Mr. Kissinger/McGeorge Bundy - 2 - 12:12 p.m., August 13, 1971 K: I have come to the same conclusion. I was talking to the President this morning about it but not that concretely. One maddening thing is the pro-Indians in the State Department won't let us do a God-damn thing -- they are fighting a guerrilla war even on relief. They don't know the best way to help the Indians is to stop the refugee flow. B: It has to be equally energetic on both dides and it has to be through U Thant in the sense that they would be UN teams. In order to raise hundreds of millions of dollars Nobody with the skill in Washington has the time -- the Secretary of State can't make the phone calls, and you certainly don't have the time. It has to be a guy for a 24-hour-a-day job. K: Have you thought of anyone? B: Franklin Murphy -- to the President he is well-known. He could leave the LA TIMES job for two or three months. K: He talks incessantly. B: Cy Vance could do it, but I don't think the President would like that. Jim Perkins could do it. K: That is a good idea. It would be good to rehabilitate him and he deserves rehabilitation. I like Franklin Murphy also as an idea. He is well thought of by the President, but he is a trial with his talking and he's time-consuming. But we must do something. B: Another guy the President knows is William Eberley. K: We know him and think well of him. B: It has to be a sufficiently deep executive team. K: This has been tremendously helpful. I had come to the same conclusion but really to the negative side of the conclusion. But if you pick somebody like Eberley who has no past. or even Roy Ash. B: Right -- who has no record.
