Also Murphy has no record there or Roy Ash. Any one
of those names would be good. Let me see what I can do by early
next week.
B:
But Hannah himself could do it, if you took him out of that job
and put him on the other one. He may have been ground down by
the last two years. He's on vacation at the moment which is wrong
with this problem where it is. I can promise you that McNamara
told Staples yesterday that the Banks would put everything quietly
at the disposal of such a guy.
K:
It's clearly the right thing to do. We are heading into a
disaster. Every cable takes a week and then it's not enough. They are
talking of $100 million for both sides of the border it's ridiculous.
The Indian side alone will be a half-billion over a year.
B:
The Indians will be difficult according to Staples. We may
be heading into another of those situations where we have to prevent
a permanent enclave of refugees. Their return to Pakistan is preferred.
K:
I think we could sell Yahya on a refugee settlement, but we
cannot sell him something called political accommodation.
B:
Public opinion is out of control on this one -- certainly abroad
and increasingly here.
K:
We have to get the refugee flow stopped.
B:
If you get people to work on the refugees
K:
I think the Indians are quite deliberately steering toward it.
B:
Did you read the Soviet action as a seriously restraining one?
K:
They are in on something they don't really want but don't want'
to pay the price of stopping.
B:
I believe SO far -- at least from our own reports -- that Indira
doesn't want it.
