B: If you get people to work on the refugees K: I think the Indians are quite deliberately steering toward it. B: Did you read the Soviet action as a seriously restraining one? K: They are in on something they don't really want but don't want' to pay the price of stopping. B: I believe SO far -- at least from our own reports -- that Indira doesn't want it.
