K: I just talked to the President about the subject you raised. We would
prefer to sign it here in Washington, preferably the first week of October
if that's equally good with you.
D: Not at the end of September?
K: At the end of September -- what do you mean by the end of September?
D: Around the 20th to 25th or 29th.
K: I will tell you what our problem is -- he will be on the West Coast from
about the 24th to 28th and then we have a State visit here that has not been
announced yet of the Brazilian president.
D: I don't know when he has to leave because of his visit to France. The
20th - 22nd are not alright?
K: It has simply to do with the announcement of the other matter we discussed
which we will have to do during that period. We don't want to have too many
things the same week.
D: I will say that from the 30th, anytime within the week.
K: It would be the best for us but, of course, if he has to leave
D: The 30th or anytime in that week.
K: What day is the 30th?
D: It will be a Thursday.
K: Of course, when the Foreign Minister comes here the President would
like to see him. Let me ask one other thing: how is this thing to be surfaced
concretely? Semonov (sp. ? will just accept it?
D: He will probably receive a telegram now.
K: So he will be told to go ahead?
D: As of now he will only receive instructions to initial. As of now he
doesn't know anything about it.
K: I better tell Rogers then.
