TELECON Mr. Ruckelshaus 8/23/71 11:55 a. m. R: I'm calling about your employee, Mr. Sansom. I understand you have been alerted to our interest. K: What does that mean, "alerted to our interest?" R: We made contact with him, specifically with the recommendation of George Shultz because we need that kind of K: I don't give a damn what he recommends. He's got no right to recommend members of my staff. R: No, he recommended we fill this kind of position on our staff, not your man specifically. K: What are you trying to tell me? R: That we are very interested in him. We have talked to him about this opening and the need for filling it in this agency. There is a very great need K: There's a great need on my staff too. R: I understand that. K: Well, look, if you have already done it there is nothing I can do, but if you think I'm going to approve it you're wrong. The thing to dd is to come to me first, not after it is done. I woundn'tdream of making a suggestion of somebody on someone else's staff., without first talking to the head of that agency. R: I apologize for that. It first came to my attention when I was told that it had been done by a member of my staff. If there is anyone to blame it's my staff not him. But you have heard about it from him? K: He hasn't talked to me. R: I understood you were aware of it. K: I am not. R: You were not told by his immediate superior? K: No I was not. R: I was told that you were. K: We can debate that for a while. Okay, fine, I appreciate your telling me, but I do not approve of it.
