TELECON Governor Rockefeller 11/3/71 7:00 p. m. p. 2 R: What I would think then -- please forgive me; none of my business K: No, no. Anything that concerns you is your business. R: I think it is pretty hot. She thinks it's beyond her controb, and if it blows it s bigger than she is. K: That's the truth. R: That's my impression. I think a frank talk would be helpful. K: That's what she'll get. If they can settle East Pakistan, that would help. But if they then we can't because then we get into trouble with the Chinese. R: My impression is that she is damned scared about what she has got. Her Minister of Foreign Affairs took a position K: And they nearly killed him. R: But she sympathizes with that. She thought he did a beautiful job but he got himself in a lot of trouble. K: That is interesting; that is new. R: This is just what I was told. K: That is interesting. R: It is impossible for her politically and domestically. The four states are tremendously restive. Her officials are sore, and that makes an incident. She doesn't feel she can handle it. K: That is interesting. Now all I have got to do is get the President to read his papers, but that is my problem. R: Here is somebody who is worried, and ready for a settlement. K: Very interesting. R: She said the Bengali people in her country were sore when he made this speech, but she thought he was right. K: That is very interesting and I am going to pursue it or get the President to pursue it with her.
