W: John Connally asked me to call you on the India World Bank picture. We
XXXX the WH the afternoon how the Bank in India is and also the bank in Pakistan

is. I could give you XL very quickly an over the phone a capsule of what it is.
It's boiled down to two pages.
K: How long will it take? I am on the way to a meeting.
W: Simply, the Indians have had one $60 million loan from the Bank. No other
loan. That loan has past the Board. No dispersements.
K: Can we drag our feet?
W: I doubt it. Nothing ixaxxietx immediately ahead of us. Next 10 days nothing
coming for approval. Pakistanis have $370 million. Probably higher unless
something comes ? ? ? ? ? $370 million will be easily absorbed.
? ? ? ? ? ? ? ? ? ? ? Jume 30 year end.
K: If we want to stop, what do we do?
W: Begin by making noises around the Bank. I could shock them to vote
negative or abstain. We did that last year with the Latin XAX American projects.
We don't in our own voting rights -- we have 25% of votes SO I don't have a veto.
K: First step is to abstain. Will you check with me before another vote comes
up?
W: What is coming up quickly is a first in the bank's history. It's the beginning
of country reviews. The bank has dealt on Board level on projects. To
expand the Board's function we have them doing country reviews. It's going to
be on India. Relating highlights to India. Views of each govt. directed to
economic situation in India.
K: How can we use it?
W: Ixxax flagged it to Connally this morning and he has checked onstaff at
Treasury. We cannot use a club but we can stiffen the message that we are
not throwing
at India. I can interpret the signals away from the Boar(
K: How?
W: We have to be estremely careful of it and handle with discretion. First,
since it's the first of the country reviews it is a child and I don't think it should
carry arms. The World Bank has operated in two years with a good sense of
keeping politics out of the Board. So in stiffening up statement we should try
