TELCON Amb. Raza/Kissinger 10:15 a. m. 11/27/71 R: I just spoke with Gen. Haig. He has spoken to you. K: Yes. R: I need not repeate or he told you? K: He told you what we dixx decided here. R: Before he talked with you briefly. K: We have decided to toughen up resblution. Combine paragraph 3 and 4 and make then evenhanded and call on Pakistan and India for facilitating refugees and all foreign forces and ceasefire. R: I have just received a telegram from my govt. that say its very ? ? ? ? . So they can find somebody. K: I have given it some thought. Consider if you should take it there. You are the attacked country. R: We won't. Maybe the Italians or Belgium. K: Will they come in a resolution that is supportable for you? R: They are talking about it. Then there's and Somalia. That I cannot say yet. K: Not thinking of doing it yourselves? R: That's not a good idea. K: At first that's what I de thought but now I think your country has been invaded SO natural for you to raise it. R: I will send a telegram and let them think about it. K: We have. no objections any longer to going to the Security Council. We position had to xxxx it and I had to find out if your friends in NY would support a resolutio: Now that we know what they will do and we have our bureaucracy used to the idea that will not be pro-Indian and the press is in line. R: They attacked President Nixon. K: That's good.
