The President will not overrule the Chiefs. The President wants at least 79 billion. He is going to talk to you to put the rap on me. I was willing to go with the 78. 5. Laird says 200 million he wants. I think it is good to show the Russians. S: This was included in our estimates. K: He will pull forces out if we don't give it to him. The only problem I will guarantee the President will settle for 79.5 or 79. He will dance around and try to stick me with giving you the bad news about pretending I am the guy who wants it. But I haven't got time for these games now but if you want to know the real situation, that is the situation. S: We are in an impossible situation with the public because the more money that is spent on things of no use, subh as the F-111 or this new method of buying 747's. I sent you a note with the facts on those things the less money there is for anything X else. We just have to make some decisions on these things. Ehrlichman has his research initiatives that will just go by the boards. K: Will the $500 million make that much difference? S: Yes. We have already squeezed out of the budget all of the President's enacted domestic issues. K: I was content to go along with 78.5. I can't tell you we have just discovered great strategic needs. think in terms of foreign policy it always helps to have somewhat more in defense, but I have to tell you the President's motives are entirely political in this.
