I always assumed that was tied up with the pay bill. I read that on the sorties. I'm not going to argue about it, but I wanted to be able to bank sorties in bad weather. We can bank, but we'll have to save these sorties we banked before. Now I'm going to have to save K: Let me get back to you. I don't want to operate that way. L: I can do all these things, no problem. I know where the line comes taking these boats and modifying them. I know Phil wants to go back to the other program but rejected Phil's proposal. I know it's I back in there again. I am not even going to tell the Joint Chiefs it is. I started this Polaris program on the Floor in the Eisenhower Administration. I don't want to do it again. K: Okay. L: Then on the Safeguard thing just SO you understand it real good when I justify Safeguard. You can't justify it as a program. We justify four sites as part of 12. You can't justify it with only four sites. There will be no area coverage with a four-site program. I am sure that you understood, but I will justify four sites as part of a greater program. K: Let me get back to Shultz once more on this. L: No problem about this as far as I'm concerned. I can take any figure and make it work. No problem with that. But it should be understood that in terms of dollar resources we will be spending in 1973 we will have less llars in terms of what we can buy than we did in 1972. K: I will be back to you. That's exactly the sort of arggment that will then slip out that I have wanted to avoid. I am also concerned about the sortie rate, We are going to be in trouble in Vietnam next year. L: I'm not SO sure about Vietnam, but in Cambodia and Laos. As far as this other thing, on the Cubans K: We just sent to the President some papers on rules of engagement. L: Okay, fine. I think I am doing what the President wants, but I don't want to cause an incident. I am taking a very hard line on that. K: I will get back to you on that too.
