C:
Well, when are you all going to learn? I'll say this, Dr. Kissinger,
you know, by god, the relative trust that you place in the departments
around here. They had all this yesterday and I've got it today.
And right now there's someone standing outside my door ready to
take it back after I read it.
K:
Listen, you got the full rundown on that. We are trapped. They
had to notify some foreign governments so we had to tell them
last night SO they could draft the cables. They haven't seen the
full text of the speech that's why the report is inaccurate. If we
notified the foreign governments they would say the White House
is running everything.
C:
One other thought, back on page 17 you say, "We are ready to
negotiate peace immediately on the generous possible terms. 11
I would leave out "on the most generous" and I would say, "We
are ready to negotiate peace immediately. 11 It is generous -
maybe it's too generous.
K:
I would say it goes to the most absolute limit in my most honest
opinion.
C:
Outside of those, I think it's good. Whether it will have an impact,
I think it will. They cant really get much ahead of you with this
leak.
K:
No, I think it's an outrage. What they will do after the time is
announced is, the other people will go back and look at the Brooke's
statement and assume that's what it is and
their responses
accordingly. That's the only danger, but I don't think it's that great.
C:
They wouldn't have known what was coming.
K:
I think it will be terrific. I don't know how the
to do
anything, but
They will find a way. Their dishonesty is equal
to the occasion
C:
Well, they will do their damndest, but I think it will be very well
received. When are you going to announce the time?
K:
Soon. And I know you are not pressing, but all of these changes
will be made.
