TELCON Rogers/Kissinger 11:57 a. m. 2/10/72 R: On this aerostat discussion. K: How were you on the phone first? R: I talked with Peter Flanigan. I think it's bad to put out a decision that's negative. We have done a refer (endum, al?). K: What would you like to do? I am uneasy about it. R: Dobrynin says he didn't understand your country. Stans comes over and says send xxxxxxxpeople over and then they say none of it counts and hewill tellus unofficially that they had no authority to do what they have done. K: It's Gibson who signed an agreement. R: We are looking silly. We have had several international meetings where Schaeffer went and indicated something along this line. Heath gave us a special note and Germans. If we say no when 18 nations have accepted it, I think we should say no but, and see if there's something else we can persue. K: Opponents say it's a significant transfer of technology without anything in return. R: Ed David doesn't agree with that. I think we should get togehter and discuss it. K: Who? R: Those primarily concerned. Peter will try to set up a meeting. On the decision I will not try to do anything until after the meeting. K: I think after the meeting we should decide where to go. R: I am going to Fla. with the President. I would like to take verbatim discussions with Chou En-lai. K: I think the President has them. I gave him the book. R: I can read those then. he doesn't K: If kxdxxxx have them now I will have them on the plane. R: If he doesn't want them, I would like to read them.
