of panic in SVN is much less. They have to consider much more
what they will do
DK: And whatever the President's motive was, seems to be working.
HAK: Yeh, but we don't usually move without careful preparation
in foreign policy. Yes. It seems to be working.
DK: They seem to be taking it
HAK: I wouldn't put it that way-ethat is in the neutral interest.

DK: Are the alternate supply routes going to thex very effective
(inaudible)
HAK: There are going to be alternate supply the first decision
everyone has to make is whether they are going to crank up a tremendous
new effort. If there is some alternative open to them. That is the
first decision. Because the alternative route couldn't even begin
to operating for two months. That is a big decision. And then our
judgment is that they be as effective as the present one.
Two million tons came in through Haiphong--300, came on the
railways. Now I don't care how you calculate theoretical capacity,
that is a tremendous amount of stuff to re-route.
DK: 2 million a year? That would be mostly petroleum wouldn't it
HAK: No about 1/3 petroleum; secondly we are knocking down these
bridges. Thirdly, even when we were bombing Haiphong, they
made no effort to re-route it in previous Administration, although
then they W&X were a little less dependent on this stuff. But of course
they can make it up to some extent, but it depends if it is really in
the Soviet and Chinese interest to keep this war going at all costs.
