Page 3 RN: Sure. As a matter of fact, that is really the best way for them to handle it isn't it. As far as we are concerned, I don't mind it a bit-we are not that anxious claiming t here will be one for aure. HAK: They don't mind our saying that we are continuing RN: The main thing is that it happens--it happens that is fine, that the important thing. And I will tell you Henry these clowns I do thingk that this thing you recommended which I thought was a little foalish at the time, but you know as a waste of time, but seeing that little commerce minister was--did it worry some of your liberal friends? HAK: Oh it shook ithem to their teeth. RN: Because they think that has significance, do they? HAK: Of course, it does have significance, Mr. President. And I also dangled the possibility of a statement (Zeigler) on Monday on the ratification. RN: Oh, you told that to Dobrynin? One thing you could follow up on which might be a very subtle thing is that the President is very anxious to know what they want for gifts have you done that lately--if you could just say we have got thiese things HAK: No, I think we could wait until Monday. Say I called you on something else, RN: President and Mrs. Nixon would like to know HAK: If they are planning to go ahead because for example, I had sent giving him a draft communique yesterday, -he had two things-- a statement of principles to be negotiated in Moscow which no one knows about and second a communique which also no one knows about, but that is more formalistic, but at the end of it it said, President Nixon extended an invitation to the Soviet Kxx leaders and they accepted-- now he called and said does kleeyy that mean that all three of them can come, I said my judgment is that it is entirely up to them, if Mr. PXXXXXXX Breshnev wants to come alone, that is fine, if the three of them want to come that is fine too. I am mentioning this only to indicate that they are clearly planning on it. RN: If they are this duplicitous, they are really running a terrible risk- HAK: But also with public opinion, it is one thing for them to cancel it in response-- is another maneuver us along.
