The President/Mr. Kissinger
May 14, 1972
P:
Good. I'll tell you what I do think the one thing I will do for that
damn vote is this. You know, I thought we would tell the Senators
and Congressmen on Thursday about the Friday meeting, I think that's
too late. I think we tell them Tuesday morning. I want them --
K:
Oh, yes; that we can do.
P:
You see, I think I want that hanging over them. It will worry them
a little. I'll say, well, just come down to the White House for a
meeting and then let the sons-of-bitches know what they're voting
against.
K:
Right.
P:
Do you agree
K:
Absolutely.
P:
But no other movement. And when you're with the Doves, be very
tough with them, Henry.
K:
That's what I think, Mr. President.
P:
I'd be cold and tough and enigmatic. And also what I would,
particularly with them, lay this idea of -- you say, what the hell
have you put this man through for three and a half years? He's
withdrawn 500,000, he's made all these offers, he had the courage
to do this thing, he knew what was on the line. Now, isn't it time
once, just once, you have some confidence? And he says, Now, I'm
going to predict, gentlemen, you're going to look very bad; I'm not
going to happen, you're going to look very bad and that's all.
K:
Because these negotiations, Mr. Presiden t, are bound to surface
within a week or two.
P:
Yeah.
Incidentally, if they turn out bad, let me say I think you
should also make the point that the responsbility -- there are very
sensitive things going on, the responsibility is on your hands. I'd
lay it right to them.
K:
Well, the negotiations -- I don't think we should start them for
another two weeks.
P:
Oh, no.
