TELCON (AT HOME) Page 8 The President/Mr. Kissinger May 14, 1972 K: The only thing we could consider is an exploratory meeting with Le Duc Tho but I will make a recommendation tomorrow morning. I'd like to see the Note just to see what it is they are proposing. P: Yeah. K: We've had the advantage over them -- so far we have gained from all these meetings, not in negotiations but we've always had them off balance. P: I know. Oh, I know; I think they've all been worthwhile. And, for example, as I said your trip to Moscow was indispensable. Gee, State and those people just haven't the slightest (laughter). That was the key to the whole thing. K: Because it showed us how they were panting after the summit. P: That's right. As a matter of fact, it only makes us wonder whether we were a little bit too pessimistic on the 20/80 business. K: Yeah. P: Of course, as you know, to me it didn't make any difference. It could have been 5/95, we still K: Mr. President, the point was -- I may have felt 10% more optimistic but I didn't think one had the responsibility of letting you do it -- P: Particularly, when all your experts, including Helms. K: Right. P: He was K: Well, he was 100% sure. P: You said that Helms was ready to have a heart-attack, wasn't he ? K: Oh, Helms was carrying on. Helms was actually emotional. P: What's he going to do now? What's he saying now?
