from and SO do the public officials we talk to presumably is the
public record. Is it fair to say there is no evidence one way or
the other.

That is the exactly correct statement.

I see and we should not spend an overwhelming amount of time talking
to officials who deduce from the lack of public evidence conclusions
that there must be, therefore, no private progress.
K:
Exactly right. But don't also say that there is private progress.
Just say, you know I don't care what you say but I'm just trying to
help your own thinking.

Yeah, fair enough.
