TELECON Joe Califano 10/5/72, 5:01 p.m. C: I talked to Harold Hughes about Al Haig and he assured me for whatever it's worth, that he would have no problem with them. I told him a little bit about him and everything. He said he had about a half a dozen questions he wanted to ask him about Lavelle. He did not mention that he had any ques- tions about Thieu or anything like that. And he said he wanted to It was much along the lines of the stuff that we talked about on the street. He said he wanted to know the extent to which Haig was familiar with the rules of engagement; he wanted to know the extent to which he was familiar, or could match those rules of engagement against reports of what was bombed over there, whether he had any knowledge either officially or from friends that he had in the Pentagon that Lavelle was violating this stuff, when he first learned about Lavelle, that kind of thing. K: Right, right. Well, you know, all of this he should be able to handle. Of course he knew the rules of engagement. The problem was in putting togeth- er bombing reports with the rules of engagement was that if this didn't go by target but by provocation. And since they claimed provocation there would be no way you would pick it out of a report. C: Well I told him I was confident that he had absolutely nothing K: Absolutely no. C: to do with that and then I told him about what he'd done for us for years and everything. K: Oh aren't you nice. Well Joe, this is a big thing for you to do. After all this madness is over you and I should have lunch some time. C: Okay, love to do it. K: Good. C: Okay Henry. K: Bye.
