I would say look, what is it that these people want? It isn't the question of
a person. What they want is to SO weaken the structure of the South Viet-
namese government that they can take over. This is what we are opposing.
Put it on this basis.
A: Well, we can say
K: And you can say, look, Thieu has offered to resign one month before a
Presidential election and that's been public. So I'd keep it fuzzed up within
that context.

got you, all right. Now the other thing I wanted to ask you
aboutxix is on this POW thing. Of course my idea on that would be not to say
anything inflamatory at all except to say these men have shown a tremendous
amount of restraint, they have very grave concerns about their fellow prison-
ers of war, we appreciate their patriotism in getting off the plane with their
uniforms, they made it very clear that they're commissioned officers of the
United States, nobody forces anyone to become a commissioned officer, it's
a voluntary act and so forth.
K: And why don't you say they've suffered enough and let's leave them alone.
A: There have been so many attempts to exploit them let's leave them alone.
K: Ithink that would be the best thing to say.
A: Now, for my private information, are any of these guys going to pop off
or anything of that sort?
K: The worst of them had a press conference yesterday and it came out pretty
good.
A: Was that Charles?
K: That was Gartley.
A: Now the other thing, how about that if you get a question.
K: I would say, you know, I say it was unauthorized, that if the President
wanted to do it he would authorize it. I mean why does the President have to
have unauthorized rules? I mean there are a lot of people who are trying
to
say, oh well, all of this was engineered at the White House. No one has ex-
plained why the White House should have to engineer unauthorized raids.
If we want to bomb something we just give the order. And Id say that it was
unauthorized and that we moved on it as soon as we know.
A: We have no concern about thatx the proper degree of civilian control over
the military.
