TELCON General Haig/Mr. Kissinger 9:47 a. m., February 6, 1973 H: Henry, I just had a call from Jackson. You know, he's going to probably have a much stronger role even than he's had. K: Yeah. H: He's lawfully upset about this Rowny thing, which the President told him he was going to do. K: We are going to do it! H: Well, you know, I gave the order to Laird directly. K: Well, then I've given the order to Richardson. It's that goddamned Moorer who is blocking it. H: That's right. So I just wanted you to know. He'll probably be bugging you today. K: Well, we'll insist on Rowny. There's no question about it. H: Okay. I just wanted to be sure it hadn't slipped because Laird just played his usual game; he never put the order K: No, the real problem is Moorer. He wants a Navy guy in there. H: That's right, that's right. Okay. How's everything going? K: It's going along okay. I talked to Clements today. H: Yeah, I knew that. K: A1, and I told him to rely on you for some judgment because they're trying to cut his water off. H: I figured that. That's what's going on. That's the other thing that has Jackson worried. He says that they're performing a little civilian cleat above Clements. K: Well, I told him not to accept it. H: Um-humm. Good. Okay. It could really be a disaster over here. K: I know it. No, I have had nothing but trouble ever since the new regime came in.
