I don't think we can do that. It seems to me that what I could
say is that ther's some logic to the possibility to having the
Secretary General as Chairman--
K:
That wouldn't be bad.
R:
Yeah, on the other hand, there have been suggestions made that
the ICCS members rotate, that would be one, one would be
rotating the chairmanship among all those, now that's bad because
of the PRG.
K:
You mean the rotating chairmanship--
R:
Among the whole parties of the conference.
K:
What among the Security Council members, that's another
possibility.
R:
Well I'11 just mention those three possibilities. Secretary General
rotating among the ICCS members, or rotating among the permanent
members of the Security Council.
K:
Those three seem all good to me. And I don't think the Chinese
would object to the--they want the US/DRV because that's what
Hanoi wants. But I dont see how we can put the DRV into a higher
position than Saigon.
R:
No, Saigon won't accept it. I understand from Bill, they said
they just won't attend any of those things, I don't blame them.
K:
I think they are right.
R:
I don't blame them a bit.
K:
You know, in a funny way, if the French weren't such bastards,
they wouldn't be a bad solution. That could get everybody off
the hook.
