Which makes us desirous to keep this phase of it in this channel.

Right, right. Now, let me see, the logistics, the space, all that we've
got. Then the total number of personnel and when we plan to send our
advance party.
K:
When you propose to send the advance party.
R:
When we propose, right.

Right. But before I send this off, is there some way you could find out
for me whether there has been some discussion of that already in Paris?
R:
As a matter of fact, I said to Ted Eliot and he's the only source I have
who's been in touch, you see.
K:
Yeah.
R:
I said when does the Secretary talked to the Chinese Minister, I think
tonight. He said
K:
Yeah.
R:
And I said, well, I hope he isn't discussing this there because this is only
a recommendation to the White House.
K:
And what did Eliot say?
R:
Ted said, oh, I don't think so. He said unless he was going to show it to
him and then send back the approval.
K:
Yeah.
R:
And I said, fine. There's nothing else I can find out, Henry, because I
have no way of doing it, you see.
K:
Well, we'll ask Eliot to find out whether they did it because we want to send
it off.
R:
Right. I said, well, is there any way of your knowing whether he'd send
it to the Chinese -- talk to the Chinese? He said, no, there's no way I can
