I think we also have a breakthrough in the--in how to think about this
NIFN problem which ought to solve the problem. And it was suggested
to us by Javits who'sex very ingenious as you know. What he suggests
is this, that we ask in the trade bill for the right of the President
to grant MFN treatment subject to a congressional veto within 30 days
if either House votes him down.
K:
Right.
S:
Now, that gets rid of the Jackson amendment on the MSN for Russian
problem. He says they are all signed up and they can't let go.
On the other hand they could vote for this kind of ini tial authority
and once the President proposed something, they don't have to vote
for it. They just have to let it alone for 30 days and then it comes--
K:
That's an ingenious idea, and it meets Ribbikofs point that they don't
want to give carte blanche to the President.
S:
Right. So I think that is something I could talk about and it would also
show-~we're thinking about--
K:
I have no trouble with you going.

Well, why don't I go.

Okay.
S:
I would take Sonnenfeldt with me and I would take a couple of people
from the Treasury who--one who knows about the monetary thing
and one about the trade, but that would be--

I wouldn't take somebody from the State Dept, from Commerce Dep t,
or--

Well, when are you going to send us the bloody press announcement.

I worked on it this morning and it's being retyped, and I'll get it
over there shortly.

Okay. How about the three names.

Well, on the names Weintrout checks out as a very good guy.
