(laughter) The other thing is -- can I just quickly on Europe -- I'll tell
you frankly the trouble I have with that speech is getting a hold of it in
terms of the Atlantic Charter and in terms of Ben Goodsman's piece
today about the President wanting to sign some documents when he's in
Europe. Are you now thinking in terms of a series of bilateral
negotiations leading up to the President's trip to Europe? Or,
as
was
suggested to me, the Europeans are rather anxious to have some kind of
summit meeting with the President when he's in Europe.
K:
Well, we can leave that open. I think initially it will start as a series
of bilateral talks but eventually they'll have to merge.
S:
Would you expect that to happen at one time? In other words, during his
visit to Europe?
K:
No, we'd like to leave that open. But it's not excluded.

I was at Brookings the other day and I must say the few criticisms I heard
of the speech then was the sort of -- Well, what was touched in the Post's
editorial this morning was the way you sort of give Japan a sort of junior
partnership role in this. this
K:
Not at all but it was a speech about what do we mean by the "Year of
Europe, 11 so you can't have a -- When we said that Japan has to be a full
participant.
S:
Yeah, but in your conception is Japan -- in whatever you're talking about.
For instance, the Atlantic Charter sort of automatically excludes Japan
in a way.
K:
Well, yes, but in the economic -- They cannot cover the whole range; they
wouldn't want to be involved in the defense discussions but on the economic
matters, they have to be an absolutely integral part.
S:
But in terms of any sort of overall rearrangement of the trilateral
relationship -- I mean, do you conceive of Japan as -- If there were a
summit conference, for instance, would Japan be there?
K:
We would almost certainly have Japan present.
S:
Um-humm. Okay.
K:
Okay. I've got to run.
S:
Okay, fine, thank you. Bye.
