Is there any changes in signals on this?

Because we've had some noises from the Germans - Well, maybe there
was some pulling back and we're not supposed to draft it and --

Absolutely not. We don't use the words "Atlantic Charter" necessarily.

Right. But a declaration or --

We want to have a Declaration that could be signed on the occasion of the
President's trip to Europe.
S:
Right.
K:
Also, the President has sort of agreed with Brandt, though that was not
reflected, that there would be a summit meeting of NATO Ministers -- of
NATO heads of government at the NATO Council when he's in Europe.
S:
Uh-huh.
K:
That should be the big forum; not the Community.
S:
Yeah.
K:
And please keep that in mind. I know that your people think the opposite.
S:
Yeah, because we heard some rumors about a summit in Paris or some
place not in Brussels.

No; it's a NATO meeting.
